M: A short guide to who does what. Parliament makes the law. The ministry writes the detailed rules under that law and runs the service day to day. The council applies those rules in your town and can add local ones, but only where parliament has allowed it. W: Polls are useful and easy to misread. A poll does not predict an election; it measures opinion on the day it was taken, among the people who answered. If a poll was carried out before a televised debate, it tells you nothing about the effect of that debate. And a lead of two points, in a poll of a thousand people, is smaller than the poll's own margin of error. If both continue at the same rate, they will meet before the election in June.
